MCHA statement re 2006 General Plan Update, the
impending referendum on its adoption, and the Community General Plan
Initiative
The Monterey County Hospitality Association has worked long and hard on
completing a new General Plan for Monterey County. After 7˝ years, on
January 3, 2007 the Board of Supervisors adopted the 2006 General Plan
Update (2006 GPU). Although it is by no means a perfect plan,
MCHA supported adoption of the 2006 GPU because it does provide
adequate opportunities 1) to solve Monterey County’s critical housing
problems, 2) accomplish much-needed transportation and circulation
improvements, 3) accomplish adequate and secure water supply
availability throughout the county, and 4) continue and expand
hospitality industry vitality and viability.
The Board of Supervisors also agreed to submit a question to voters in
June 2007 asking whether the to repeal adoption of 2006 GPU. MCHA did
not support this decision of the Board of Supervisors but will encourage
a No vote on the question so that the 2006 GPU remains in effect.
Several community groups announced they would circulate a referendum to
suspend the adoption of the 2006 GPU and subject it to a vote of the
people. Ironically, these same community groups opted not to
participate in drafting the 2006 GPU. If the referendum succeeds,
adoption of the 2006 GPU adoption is suspended and voters asked if the
adoption should be upheld or not. MCHA adamantly opposes the
referendum on the 2006 GPU adoption and encourages its members not to
sign the referendum petitions. Further, MCHA asks its
members encourage friends and associations to not sign the petitions.
The groups organizing the referendum are also the groups who drafted the
so-called Community General Plan Initiative. MCHA was the first
community organization to oppose this highly restrictive and unrealistic
initiative plan. The Board of Supervisors announced January 3 that if
it legally can it will place the Community General Plan Initiative on
the June 2007 ballot. MCHA will continue to oppose the Community
General Plan Initiative.
Monterey County voters may face three or more complicated and confusing
ballot measures in June 2007 – the question of repealing the 2006
General Plan Update, the referendum question of overturning the adoption
of the 2006 GPU, and the question of whether to adopt the Community
General Plan Initiative. Some of the confusion and complication is
eliminated if the referendum fails.
